Buying off-plan: what TOP Q4 2030 means for you
A plain-English walkthrough of the progressive payment schedule, and what happens between booking and key collection.
The Serra Residences has an estimated TOP of Q4 2030. Buying now, about four years ahead, means buying off-plan, also called building under construction (BUC).
What TOP means
TOP, the Temporary Occupation Permit, is the point the building is certified for occupation and keys are handed over. Four years is a longer runway than many new launches, with a longer payment schedule to match.
The progressive payment schedule
Instead of paying in full upfront, you pay in stages tied to construction: a percentage on booking, more at foundation and each structural stage, a tranche at TOP, and the remainder at the Certificate of Statutory Completion about a year later.
From booking to keys
The usual sequence is exercising the Option to Purchase, signing the Sale & Purchase Agreement, progressive payments as construction proceeds, inspection, and key collection at TOP. Your price is fixed when you exercise the Option.
Why a longer timeline can help
It gives you more time for your finances, or the sale of an existing property, to line up with completion. Projects on our location page, such as HealthCity Novena 2030 and 2 Moulmein Road, are also scheduled to progress in that time.

Can I see the actual unit before buying?
No, there are no finished units yet. You buy from floor plans, the site plan and renders. We can walk you through the layouts at the showflat.
What happens if construction is delayed past Q4 2030?
The Q4 2030 date is an estimate, and the developer will communicate any revised TOP as construction progresses. Your Sale & Purchase Agreement sets out the contractual terms.
Can I sell before TOP?
Yes, subject to Seller’s Stamp Duty and your financing structure. Please discuss your situation with us or your mortgage banker.
